You need to test for the number of rows returned.  The $result7 is
simply true because the statement worked (it was syntactically correct)
even though no rows are returned.

if ( $result7 && pg_NumRows($result7) > 0 ) {
  ... process some rows ...
}
else {
  ... this might be an error ...
}
