This is likely due the SE linux setting being set to "enforcing"
To Temporally disable enforcement on a running system
/usr/sbin/setenforce 0
and then try to create a new cluster with "initdb" utility.

I am using the one-click installer from EnterpriseDB to install the software. The files are owned by root:daemon and have read/execute privileges at the world level. Right now I cannot find anything when I google this issue.
