If you still have the 7.1.2 database use the 8.1.5 (you should be running 8.1.8) pg_dump to connect and make the backup. Then restore.

I have used the createdb command to make the basic database.  it's when
I use the \i option in psql that I see invalid commands, syntax errors,
invalid roles, etc.

The original file was created with pg_dump -cou. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
