Thank you for responding.  I've got no other feedback and it's been a
number of days now. 

I get the following on my two hosts (both the one that fails as
described, and the one that does not): 

host:/etc# ls -al passwd
-rw-r--r--    1 root     root         1332 Feb 19 10:23 passwd
host:/etc# ls -al shadow
-rw-r-----    1 root     shadow        892 Feb 19 10:23 shadow
host:/etc# lsattr passwd
-------- passwd
host:/etc# lsattr shadow
-------- shadow

I still don't see anything else different between the two either.
