umm, i use pam for apache just fine.  i use it to authenticate to an 
ldap server.  Is this what you are referring to ?
AuthType Basic
AuthName "Foo"
AuthPAM_FallThrough on
AuthUserFile /etc/httpd/users
require valid-user
require group management
require group technical
require group development

This will auth my users to an ldap server, and if that fails, try the 
local users file.
