env.conf, what means DEFAULT versus OVERRIDE?

  i'm trying to understand the semantics of DEFAULT and OVERRIDE
in the env.conf file, and it doesn't help that the written
explanation one finds there is not parseable english grammar.

  can anyone explain it using decent sentence structure? :-)
