FIPS with static linking

Has anyone used FIPS mode with an application that was statically linked with openssl?  I’m having a problem doing this.  (RAND_status() returns 0).  Could there some initialization that get skipped when libcrypto is not dynamically loaded?

 

(Should I post this to openssl-dev instead?)
