I started from 0:


tar xvf openssl-1.1.1.tar.gz
cd openssl-1.1.1/
./Configure --prefix=/usr --openssldir=/usr/lib/ssl shared linux
generic64
make
sudo make install

...no errors, no complications
 
And I still have the problem with those macros.

I am using gcc version 6.3.0 20170516 (Debian 6.3.0-18+deb9u1)
