'makedepend' in openssl builds: clarify need and correct usage

it simply says

   "fixed in 1.1"

There's no indication what the fix is -- use make depend, or don't use it?

And, no idea how we're _supposed_ to get to a successful/reliable build 
in 1.0.2x series.
