Does OpenSSL FIPS modules only affect libcrypto.so

Hi,

I am trying to build a system with both the non-FIPS OpenSSL and the
OpenSSL with FIPS modules, and was wondering does OpenSSL FIPS modules
actually only affect libcrypto.so?
