Works for me (tried OpenSSH_9.1p1 and OpenSSH_8.2p1 clients):

$ ssh -o PubkeyAuthentication=no solis
brian@solis: Permission denied (publickey).

Can you show output from "ssh -vvv -o PubkeyAuthentication=no some.host" ?

Do you have any idea what might have changed on your system a few weeks ago?  If you look in /var/log/apt/history.log, do you see any updates to openssh packages around then?
