Our Outlook Express machines are all running Windows NT or Windows 2000, and the NT 4 machines have this issue; the Win2K machines don't appear to. Upgrading to OE 5.5 appears to fix the problem just fine, as does not using Outlook Express :) I don't think this is an NNTPCache issue, it's pretty focused on OE; Netscape for Win32 (and any Unix client you care to name) work fine.
