.config file to a 32-bit system directly and turning off this option,

If this way is feasible, I think the only difference between these two
kernels is architecture.

To the best I could recall, 32 vs 64 bit mainly affect vm split. in 32 bit, you have 3:1, in 64 bit, there is none and I am not sure that is automatically decided by Kconfig simply by selecting 32 or 64 bit arch.
