You need to execute commands in following order

make drivers/iio/dummy/iio_dummy_evgen.ko
make drivers/iio/dummy/iio_dummy.ko

sudo modprobe iio_dummy_evgen
sudo modprobe iio_dummy

Check if they are loaded successfully with lsmod | grep "iio".
