IIRC the package name is libncurses5-dev. It will be quite hard for you to do any kernel development if you can't solve this by yourself.

Looking at your problem it seems that ncurses-devel is not the package
name for what you are looking for.
You could try, "apt-cache search ncurses", from the list, get the
name of the package you are looking for.
