feasibility of initramfs support without initrd support?

  as many folks know, the current kernel config process requires you
to select initrd support if you want initramfs support.  is that
really technically necessary?  would it make any sense to break those
two apart, and allow someone to select initramfs capability while
having no interest in an external initrd?  just curious.
