perhaps you can start by telling us, what type of webcam do you have?
Is it USB based or something else? And if it has Windows based driver,
have you tried to do so called usb snooping to have basic idea on how
it works?

or maybe start by simply plugging it first..and who knows, Linux
already support it? Check related driver included in Linux
kernel...you might get ideas there too.
