KHz representation in Linux kernel

Hi all,
    In linux kernel, all the places i found ,for ex 32KHz clock is represented as 32768 Hz, not as 32 x 1000 Hz .  Could you please help to understand why  2 ^ x is used instead of 10 ^ y  ?
