I wanted to make an Application that could send scripted SCSI and SATA commands to my drives. I have found my Fedora Linux to be too complex to control the drives in this way. I have looked at minimal Linux but I think this would have the same problem. Is there an easier Open Source OS, or an embedded PC Linux that would be easier to modify?

I would recommend SliTaz. It's the distribution that I've been using for months and I really appreciate it. It's very good for compiling/testing new Linux kernels. You can build your own distribution flavor in a few minutes (with a tool named tazlito). You can easily recompile all packages with another tool named tazwok. In a few words you can create your distribution from scratch, like Linux From Scratch does, but IMHO with SliTaz this process is really easier and faster.
