If you are talking about the rt_preempt patch, then yes it is integrated
in the kernel, but you have to enable it at compile time. you can get
some useful information here:

and at the osadl homepage there is a nice table, about which feature is
available since which release, and for which cpu:

If you want to know more about different realtime variants for Linux
(RTLinux/Pro, RTLinux/GPL, RTAI,...) you could check out this document:

It is from 2005, so there might have been some big changes since then.
But it gives a good introduction into concepts.
