not sure why, but according to:

http://kgdb.linsyssoft.com/getting.htm

the latest 2.6 kgdb is for 2.6.15.   But good thing is that it is
broken into common and arch-specific part.   And so it may be possible
to take the arch-specific part, which for ARM is available, and then
customized it for your version.

For eg, after getting:

http://nchc.dl.sourceforge.net/sourceforge/kgdb/kgdb-2.6.16.tar.bz2

just have to implement/modify the arm-lite.patch for your kernel version.
