Hm, since I have no real experience using non MMU arch with Linux
(only DOS on Intel XT :D ), I can not comment on this.

My guess is, with no MMU, ELF format can not be realized because you
need protection/segmentation. And this is something you can provide
effectively with the help of MMU.
