You will find valuable informations from the training materials of Free
Electrons: http://free-electrons.com/training/devtools.

You could for example start by installing your cross-compilation
toolchain and qemu, and then compile busybox for ARM and run it through
Qemu (in user emulation to begin with). Do not hesitate to ask more
specific questions on the list.
