iptables is not required for routing.

 yes to experience usage of that you must have 2 NICs whose IP set to
2 different IP networks.

This is incorrect, you can do several different kinds of routing using a single NIC (ie with subinterfaces or ipmasq rules). Google "router-on-a-stick" for examples..
