I re-checked my kernel source (2.6.17-mm6).Strange thing is, I didn't 
see any local_{disable,enable}_irq() in any x86 .c nor .h file. That 
means, it is deprecated? Anyone else can confirm this?

But anyway, if my "grep" doesn't lie, looks like you're using deprecated 
function (and/or possibly declared as empty function). Thus no wonder 
you saw nothing change in your interrupt processing.
