I'd suggest you to read some books or documents concerning the
difference between "hard real time" and "soft real
time" (http://en.wikipedia.org/wiki/Real_time).

You'll discover that "hard real time" is really hard to achieve
correctly in a general-purpose operating system. However, you may want
to have a look at things such as RTAI/Fusion,
http://www.fdn.fr/~brouchou/rtai/rtai-doc-prj/rtai-fusion.html.

Concerning soft real time and reduction of the latency, you'll be
interested by the work made by Ingo Molnar and others.
