persistent naming in initrd

Hi,
  I have to  load NIC drivers  for a specific vendor during initrd stage.
  I can modify mkinitrd to do this but problem is that a particular MAC address should only get a specific ethX interface.
  Now without the help of /etc/sysconfig/network-scripts/ifcfg-ethX  how can i achieve this.
  During install time i can save the MAC address &  which ethX into the ramdisk(with my customized mkinitrd).

  Is UDEV  into the initrd a solution to this problem?  I am on  Red- Hat Enterprise linux 4, kernel 2.6.9.
  Is there a UDEV available in initrd stage?

  Please let me know if  i need to clarify more on my question.
