This has absolutely nothing to do with the Linux kernel.

Get it back from your backup, reinstall the corresponding .deb oder copy
it over from another equivalent Debian version.

Apart from the fact, that there is (for Gods sake) no attachment:
Nobody (except you and your fellow admins) know since you may have added
and/or changed said bashrc, any files sourced by it and the apps.
