That's not true, every single Makefile in the kernel can add compiler 
flags for the compilation in this subdirectory.

Examples are e.g. drivers/input/joystick/iforce/Makefile adding
-Werror-implicit-function-declaration or drivers/acpi/Makefile
adding -Os.
