Both the CPU and the chipset have to support it. Enable "Local APIC
support on uniprocessors" and "IO-APIC support on uniprocessors" (can
be found under "Processor type and features"). It's harmless to enable,
if the hardware doesn't support it, it will not be used.

On x86, IRQ 14 and 15 are always reserved for the onboard IDE
controller (legacy IDE mode). If you have anything above it, it's
because of APIC mode and the kernel boot messages should give you some
clues.
