Only 16? Modern systems switch to APIC mode which enables more
interrupts than the legacy XT-PIC method. Here's an example from an AMD
Athlon with a SiS chipset:

          CPU0
  0: 1287613680 IO-APIC-edge timer
  1: 8 IO-APIC-edge i8042
  7: 0 IO-APIC-edge parport0
  8: 4 IO-APIC-edge rtc
  9: 0 IO-APIC-level acpi
 12: 0 IO-APIC-edge i8042
 14: 517627 IO-APIC-edge ide0
 17: 178782837 IO-APIC-level libata
 19: 100101528 IO-APIC-level eth0
 20: 0 IO-APIC-level ohci_hcd
 21: 0 IO-APIC-level ohci_hcd
 23: 0 IO-APIC-level ehci_hcd
NMI: 0

The "intr" line in /proc/stat contains all interrupts, not only the
active ones.
