time accuracy

Hi...another one odd question....
The tick rate is defined in the 2.6 kenrnel in 1 ms...
so the time of the system is updated every 1 ms... I
want to know why some time-related structs have fields
about nanoseconds and how the kernel can keep such an
accuracy (nanoseconds)??
