I do not have /etc/nologin nor /etc/usertty and don't have any problems with that. It depends on what is in your /etc/pam.d/login (assuming you have a pam login, which you may not). In fact I believe, that /etc/nologin and ~/.hushlogin must NOT be there. Also, failing login is not the only possible source of the problem. Failing login shell would have the same result. There is a neat trick. Boot the kernel with parameter init=/bin/bash Bash will run instead of init. You should not get login, no startup scripts should run. Then you can try to run login manualy and see what happens.
