you have :
int sched_setaffinity(pid_t pid, unsigned int len, unsigned long * user_mask_ptr)
int sched_getaffinity(pid_t pid, unsigned int len, unsigned long * user_mask_ptr)
to bind a process to a specific (or a group) CPU : with a mask.
you can find a package (schedutils) to manipulate that on robert love's homepage :
