System Time Drift in 2.4.18 ?

I heard a rumour that the system clock in the 2.4.18 kernel was weird.
It had a 2 second jitter, and every hour and a half, it would re-adjust
it's 4 second jitter (which would be either + or - 4 seconds). My
college also told me that he remembered reading that it was fixed in
2.4.20. I need to confirm this, as I have a customer who is seeing the
same thing with 2.4.18. 

I see in the changelog for 2.4.19(pre5) that Alan Cox made "more time
fixes". Are these time fixes in response to this?
