Unlike FreeBSD, OpenBSD, or NetBSD, which are "centrally run", with the kernel and userland maintained by one group, Linux is just an operating system kernel. Linux is typically paired with a userland supplied in part by the free software foundation, and a myriad of other sources, to make a distribution. There are hundreds of distributions. Some come with one ftpd. Some come with no ftpd. A quick check of the debian package system shows that the debian distribution supplies roughly 13 different ftpds. So, to find the answer to your question, you should find a support forum most appropriate to your distribution, and ask there. (Alternatively, check your system documentation. "man ftpd" may be sufficient to find the documentation.) -- I wonder if the FBI's Carnivore system could cut back on spam...
