There should not be such a kernel version at ftp.kernel.org. A version such as 2.4.18-17 is almost certainly a product of some distribution. The corresponding source must therefore come from that distribution providor. Beware that it is very possible for two or more distribution to have a kernel with the same version number that are not the same.
