I figured out the problem.  Posting it here in case
someone else runs into similar issue.  There were two
problems:-

The dhcp wasn't working because CONFIG_FILTER wasn't
selected.

The forwarding with static IP addr wasn't happening
because I had turned of the iptables which was also
doing the NAT'ing and setting the ip_forward to true
(part of the script)!

Now it works great:-)
