The phrase "Local CPU" is confusing, it usually means the CPU closest
to the operator, which in your case is the host machine. The thing you
call Local CPU is usually called "target".

Depending on the target hardware, you can usually reset it independent
from the host.

What do you mean with "config space"? Depending on how your target
board is implemented, you can or cannot reset it independent of the
host system. This is hardware dependent, check the target manuals to be
sure.
