These api's are used to communicate to the i/o ports 
here the address bits can range from 8/16/32 bits.(for ex: serial
port,parallel port etc).

Try to have a look at the understanding of the i/o mapped i/o(inb,outb)
and the memory mapped i/o(readb,writeb) concepts.
