I think we might want to finish the full list of requirements
first, so the implementation won't clash with another requirement.

OK, here are a few more things:

- ability to free up low memory pages in a highmem machine
   ==> more generalised for NUMA, the ability to move any
   (well most) page out of the way if required

- swap over network, for diskless boxes
