I am having the same issue and have discovered that NFCT_FILTER_DUMP_MARK
attribute is causing issues (conntrack.c):

nfct_filter_dump_set_attr(filter_dump, NFCT_FILTER_DUMP_MARK,
                                        &tmpl.filter_mark_kernel);
