Harald, I noticed the section where you were considering an organization
to manage funding.  If you would like, please take a look at the Open
Source Development Corporation (http://www.opensourcedevel.com).  OSDC
could potentially do the work or feel free to just adapt the ideas if
you like them (or reject all of it if it appears as nonsense to you!).  

I originally set this up to manage the funding for the ISCS network
security management project but the goal is to handle many more projects
as a bridge between organizations which derive value from open source
projects and the teams which create the open source products.
