IPtables means IP tables :)   If you're not using IP (over ethernet, or 
anything else as a transport medium), then you can't use IPtables to filter 
it.

Maybe you need to look at EBtables (Ethernet Bridge filtering) 
http://ebtables.sourceforge.net ?
