i need serious help with netfilter related software

Hi people.
I'm only new to the list so i feel a little uncomfortable asking this so
soon but anyway here goes.

I need someone to give me a hand writing a piece of software which works
quite closely with iptables.

The software is for a student accomodation hostel. We are getting high
speed internet very soon and every person will have access to this. but
we need to track each individuals downloads so we can charge them.

anyway, since i'm not that experienced with iptables i need someone to
give me a hand with the rules. I can do all the coding, and i have a
basic idea of how i'd like the chains set out but i really dont know how
i should put the rules together to allow the students maximum access to
most web resources like instant messaging, web downloads, online games,
streaming media, etc...

The only other option is to use a web proxy and user authentication but
that limits what the students can do on the net because not all net
applications have web proxy support and the ones that do support it dont
always support authentication...so tracking their usage with iptables
seems like the best thing to do.

I've done quite a bit of searching on the net for a software bundle
which will do what we want but they are either too expensive or they
dont do what we need so the last option is to write something for our
selves.
