Use of DirectShow decoder

Hi

I found a DirectShow MPEG2 decoder (Elecard) that supports HW
acceleration on Intel Atom /Poulsbo US15W platform.
Can I somehow use this decoder with a compiled Win32 version under
Windows XP?
