Speaking from experience with an unrelated web-based app:
Check your Vista C:\WINDOWS\System32\drivers\etc\HOSTS.
Localhost maps to IPV6 address "::1".
In XP it was IPV4 address 127.0.0.1.

There are various ways to deal with Vista's preference for IPV6, from 
disabling it entirely, to editing HOSTS, to using 127.0.0.1 in place of 
localhost, to tidy application-specific solutions like -prefer-ipv4.
