[merged] proc-update-maintainers-with-proctxt.patch removed from -mm tree

The patch titled
     Subject: proc: update MAINTAINERS with proc.txt
has been removed from the -mm tree.  Its filename was
     proc-update-maintainers-with-proctxt.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Turns out that /proc has official documentation and people even trying
to keep it uptodate.
