[PATCH 4/9] MIPS: xilfpga: Use Xilinx AXI Interrupt Controller

IRQs from peripherals such as i2c/uart/ethernet come via
the AXI Interrupt controller.

Select it in Kconfig for xilfpga and add the DT node
