The order is: /usr/lib/rpm/rpmrc, /etc/rpmrc, ~/.rpmrc. The path for macro files is set in /usr/lib/rpm/rpmrc -- if the default one does not suit you, you may override it in any of the above rc files. -- + Maciej W.
